The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Leo F. Frizzell, Jr., United States Army, for heroism not involving actual conflict with an armed enemy on 16 August 1970 while serving as a cook with Headquarters and Headquarters Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date, rockets, flares, and small arms ammunition suddenly began exploding in close proximity to an ammunition storage dump. Immediately, Specialist Frizzell organized the civilian workers and directed them to the safety of a bunker. As the ammunition dump exploded, it set fire to the mess hall. Upon securing a fire extinguisher, Specialist Frizzell immediately ran into the blazing building and extinguished the flames. Only after being assured that no one was injured, did Specialist Frizzell leave the area and allow the fire department and explosives team to secure the area. His quick thinking and complete disregard for his own safety saved the lives of numerous civilian personnel and prevented the further destruction of equipment. Specialist Five Frizzell’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
