The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Private First Class David R. Rostar, United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty in the Republic of Vietnam. Private First Class Rostar distinguished himself by valorous actions on 21 October 1970, while serving in the Republic of Vietnam. While on a visual reconnaissance mission, Private First Class Rostar spotted and immediately engaged fifteen enemy soldiers. The resulted of his actions were twelve hostiles silenced and one captured. His outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
