The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Chief Warrant Officer (CW-2) Jeffrey C. Starrak, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty on 5 May 1970 while serving as an aircraft commander with Headquarters and Headquarters Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date as friendly troops were being engaged by an enemy element, Warrant Officer Starrak was flying the Command and Control aircraft above the contact area. In the initial moments of contact he learned that the friendly element had sustained several casualties who were in need of medical evacuation. After the helicopter had landed and the wounded personnel placed on board, Warrant Officer Starrak prepared to leave the area. As the craft ascended, it came under intense enemy fire, but Warrant Officer Starrak expertly maneuvered the helicopter from the area. He later returned to the area, landing amidst heavy small arms and mortar fire, to successfully extract his Deputy Regimental Commander. Chief Warrant Officer Starrak’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
