Headquarters, II Field Force Vietnam, General Orders No. 1825 (July 23, 1969)

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Staff Sergeant Billy J. Sams, United States Army, for gallantry in action while engaged in military operations involving conflict with an armed force on 18 April 1969 while serving as an armored vehicle commander with Troop B, 1st Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date while conducting a reconnaissance in force operation, the troop suddenly came under enemy small arms, automatic weapons and rocket propelled grenade fire. Upon seeing that the lead tank had received a direct antitank rocket hit, Sergeant Sams immediately maneuvered his vehicle directly in front of the crippled one to prevent further damage and provide protection for the evacuation of the wounded crew members. While he and several of his comrades were extracting the casualties, the damaged vehicle received another direct rocket propelled grenade hit. Disregarding the hostile fusillade, Sergeant Sams continued his efforts to evacuate the wounded soldiers. Although he twice had to drive back advancing troops by using his rifle, Sergeant Sams succeeded in personally carrying five of the friendly casualties to an evacuation point. He then returned to his vehicle and rejoined the assault on the hostile positions. His heroic and aggressive leadership during the fierce fire fight resulted in three of the enemy killed and contributed significantly to the defeat of the hostile force. Staff Sergeant Sams’ courage, devotion to duty and deep concern for the welfare of his fellow soldiers were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
