The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Specialist Fourth Class Cecil E. James, United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 5 September 1969 while serving as an aerial observer with the Air Cavalry Troop, 11th Armored Cavalry Regiment in the Republic of Vietnam. On this date he was flying in a light observation helicopter northwest of Loc Ninh when suddenly the aircraft was struck by intense enemy fire, causing considerable damage to the aircraft and wounding the pilot and Specialist James. Since the pilot was unable to operate the aircraft controls Specialist James, though he hand never piloted a helicopter before, took over the controls. Ignoring his wounds he flew the partially disabled aircraft to its base of operations were he made a safe landing. Specialist Four James’ actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
