The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Frank J. Lacy (ASN: 38476009), United States Army, for gallantry in action while serving with Company C, 1st Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against an armed enemy at Luzon, Philippine Islands, during World War II. Private Lacy demonstrated outstanding courage and combat efficiency while helping his platoon drive the enemy from positions in the Post Office Building in Manila on 22 February 1945. Taking position in the face of fire from two hostile machine guns and numerous riflemen, he drove thirty of the Japanese from their emplacements, and when his own position was charged by the enemy, he stood at his post and killed fifteen Japanese soldiers. Private Lacy’s intrepid action was instrumental in aiding our forces to quickly seize their objective. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
