The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Frank L. Harrop (ASN: 35635213), United States Army, for gallantry in action while serving with Service Company, 129th Infantry Regiment, 37th Infantry Division, in action against an armed enemy at Luzon, Philippine Islands. During the battle for Fort Stotsenburg on 31 January 1945, Private Harrop courageously exposed himself to intense enemy fire while crawling from a covered position in order to return the fire of enemy machine guns which were holding up the advance of his company. He knocked out one of three machine gun positions, killing three of the crew. Although an enemy bullet knocked his automatic rifle from his hands, Private Harrop retrieved it and continued to fire, covering the evacuation of a wounded comrade. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
