The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant William A. Foucher (ASN: 31035177), United States Army, for gallantry in action while serving with the 148th Infantry Regiment, 37th Infantry Division, in action against the enemy at Manila, Luzon, Philippine Islands, on 18 February, 1945. While crossing an open lawn, a member of Sergeant Foucher’s unit was seriously wounded by intense enemy rifle fire. Sergeant Foucher ran to the side of the wounded man, placed him on his shoulder, and carried him to a covered position, although hostile fire was hitting the ground inches from his feet. Then, he once again raced across the lane of fire to procure a litter squad for his wounded comrade. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
