    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private Oscar B. Winters (ASN: 36880641), United States Army, for gallantry in action in northern France while serving with the 359th Infantry Regiment, 90th Infantry Division. On 13 July 1944 near ****, France, when Private Winters and his companions were holding a position protecting the right flank of his company and firing to the front, he discovered six or eight of the enemy attempting to out-flank his position. Leaving his position on his own initiative, he worked himself to a position where he beat off the attack with hand grenades. Again, on 15 July 1944, near ****, France, when his company was advancing down a road, it was held up by small arms fire from a house. Private Winters, on his own initiative, worked himself to a position where, using his rifle grenades, he brought fire on the German position, killing one and causing the remaining enemy soldiers to surrender. Private Winters’ actions were an inspiration to his companions and are in keeping with the highest traditions of the military service.
