(Citation Needed) – SYNOPSIS: Lieutenant Colonel Robert J. Fulcher, Jr., United States Army, was awarded the Silver Star for conspicuous gallantry and intrepidity in connection with military operations against the enemy in the Persian Gulf while serving with Headquarters and Headquarters Company, 4th Battalion, 18th Infantry, on 26 – 27 February 1991.
