David Glenn graduated from the U.S. Coast Guard Academy, New London, Connecticut, Class of 1977. He retired as a U.S. Coast Guard Rear Admiral in 2011.

Glenn, United States Coast Guard, was awarded the Coast Guard Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, culminating as Director, C4 Systems and Chief Information Officer of the U.S. Cyber Command, Fort Mead, Maryland, in 2011. The singularly distinctive accomplishments of Rear Admiral Glenn culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Coast Guard.
