The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant [then Ensign] Walter C. Ryan, United States Navy, for heroic conduct in saving the lives of several men trapped in the engine room of the U.S.S. INDEPENDENCE, when that ship was hit by a torpedo on 20 November 1943.
