The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Oscar R. Burkard, United States Army, for distinguished bravery in action against hostile Indians on 5 October 1898, while serving with the Hospital Corps, at Leech Lake, Minnesota.
