The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Arthur Japy Hepburn, United States Navy, for exceptionally meritorious service in a duty of great responsibility in Command of the sub chaser base at Queenstown, Ireland, and in charge of aircraft and their operation on the southern coast of Ireland, during World War I.
