The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant James H. Burbank, United States Army, for extraordinary heroism on 3 October 1862, while serving with Company K, 4th Rhode Island Infantry, in action at Blackwater River, Franklin, Virginia, for gallantry in action while on detached service on board the gunboat Barney.
