The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private James W. Webb, United States Army, for extraordinary heroism on 30 August 1862, while serving with Company F, 5th New York Infantry, in action at Bull Run, Virginia. Under heavy fire Private Webb voluntarily carried information to a battery commander that enabled him to save his guns from capture. Was severely wounded, but refused to go to the hospital and participated in the remainder of the campaign.
